    【摘要】公立医院公益性就是医疗服务资源分配的公平性、适宜性及可行性问题，实现公益性是保障人的生存和发展，维护社会和谐稳定及可持续发展的重要保障，当前应从强化政府主导作用、完善财政补偿机制、提高医务人员积极性等方面入手，维护公立医院的公益性质，构建基本而有保障的基本公共卫生服务体系。
